J. Steele is computer game programmer and the author of 1983 Commodore port of Arcade game Hunchback by Ocean software.

Little can be found, who is J. Steele, but it probably is Jon Steele, as the default scoreboard of the game has all top five entries filled with the name Jon and 50,000 points (which is quite easy to beat).
